Community Leaders Celebrate Another Park Revitalization

The City of Richmond, in partnership with Rising Juntos, will break ground on the Boorman Park Revitalization Project on Thursday, January 30, 2025, at 11:30 a.m. This initiative follows a comprehensive, community-driven effort to transform the park into a welcoming space for residents of all ages. The project stems from a 2019 community-based parks needs assessment that identified Boorman Park as a high-priority site due to high poverty rates, a large youth population, safety concerns, and low park assessment ratings. Local residents and City staff worked together to design an innovative park and secure state and federal funding, turning the community’s dream into reality.

A New Vision for Boorman Park

The revitalized Boorman Park will feature a multi-use trail with fitness stations, a skating element, an athletic field, a basketball court, a fitness zone, children’s play areas, and a community gathering space. Support amenities include a public restroom, parking spaces, a shade structure, landscaping, wayfinding, and various safety features. The park is situated in a neighborhood primarily composed of single-family homes and is bordered by railroad tracks, residential areas, and manufacturing businesses.

“The revitalization of Boorman Park is a clear example of the community’s vision coming to life. I’m proud that the City can help deliver on these aspirations and ensure our neighborhoods have welcoming, safe, and vibrant spaces to gather and play. And we’re not stopping here—our goal is to bring more park upgrades to all parts of Richmond, so every family can enjoy the benefits of a truly inclusive, well-designed park,” said Richmond Mayor Eduardo Martinez.

“This investment will shape childhoods for generations to come. We are thrilled that Richmond children will have the innovative, fun, and safe places to play outdoors that they deserve. These projects represent what we can accomplish together when we unite residents and key organizations to transform neighborhoods,” said Rhea Elina Laughlin, Executive Director of Rising Juntos.

“Boorman Park is the community’s baby. This project reflects over five years of in-depth community planning to represent what we really want and need in a park. Just the planning alone brought the community together. This project gives us inspiration to keep being active in the community. We are so proud of this effort. A brand-new park will mean that the community has finally been heard and our kids will benefit for years,” said Maria Isabel Barrera, Rising Juntos member and resident of the Boorman Park area.

“Parks are important for our children to grow up healthy. Just because we live in a low-income area doesn’t mean our children should have less. Our kids and communities deserve quality parks to play in and be active,” said Leydi Maldonado, member of Rising Juntos.

A dedicated project development team, including Ben Kellman and Manil Bajracharya of Mack5 Project and construction management, landscape architect Marcia Vallier of CSW|ST2 engineering, and the City of Richmond Public Works, Parks, and Community Services–Recreation staff, has guided this initiative. Funding for the project includes State Park Program (SPP) Proposition 68 grant funds and a California Department of Transportation (CalTrans) Clean California Local Grant.
